NonE, Actually I think that is a much better way of putting it and it makes sense to me if that makes sense.

That is awesome G, Also I am aware of that from my few bad apple days and much study of historical documents. I think they should have started the constitution with the first amendment and put a period after "Congress shall make no law", then left it alone. ;D There was quite a bit of argument that creating a bill of rights would cause gov't. to recognize only the ones listed. Makes ya wonder what they were smokin'. Well, ya, I know, it was hemp. :-)
