PS: "If they come after you they have no basis" is pretty much an axiom, a truism -- without any need for all the qualifying condition of the rest of the paragraph.
PPS: I totally agree about the "business license" being significant -- in fact, from what I understand, by getting a "license" to conduct business, you are saying pretty much "in exchange for government protection, I will follow their rules -- even though they change all the time, and I don't even know what the future rules will be, but I agree to follow them too! -- and I will pay them tribute -- even as those rules change all the time too -- and I will allow their health inspectors and morality inspectors etc. to dictate what I may sell and how I may sell it...".
? But what if you just conduct business (even open a store front!) WITHOUT engaging in such an unbalanced "contract"?
(Good luck in doing that, btw, since not many property management companies would allow you to lease their building without first showing proof of your "license" )
