Hi everyone. Do the rules of Double jeopardy apply in any of these cases? If not, then why not? Ie; A second offence agianst the "State" for driving without seet belts. Same offence, same accuser. Can you be retried, just because another witness comes foward after the first offence has been settled.

It only applies to the first offense. Double jeopardy prohibits being tried for the same individual crime more than once. If you commit the same offense again, it's inapplicable.

That's a terrible disease. ;D
It takes a long time to unlearn all the junk rammed down our throats.
What's funny is there are, of course, lawyer made exceptions to the double jeopardy rule. If there is a mistrial, let's say because of "prosecutorial misconduct", they act as if there was no trial. You see, "legally" the trial never happened, even if you are gang raped in prison waiting for your new trial.
Also, if you prove your trial was unfair, they can order a "new trial" and the same people who screwed you the first time get another chance.

As far as Prison Sex being equated with activities of a bureacracy, I would guess that bureaucrats don't like to use Vaseline. Ya gotta bring your own when you're dealing with them (BYOV)
