CP 523 Notice of Default on Installment Agreement

I've recently been informed that my parents recived a "CP 523 Notice of Default on Installment Agreement" IRS letter. Searching the forum I didnt see any posts talking about this type of letter. Does anyone have experience with this or know of a good first step?
