It fires a laser pulse that generates a burst of expanding plasma - electrically charged gas - when it hits something solid. Tests on animals showed it produced "pain and temporary paralysis". Pain researchers told today's New Scientist magazine that the technology could end up being used for torture and that it was unethical. Andrew Rice, a consultant in pain medicine in London, said: "I am deeply concerned about the ethical aspects of this research." Him and me both...of course as with "jurisdiction", "ethics" are a matter of whom possesses the most guns... Ethics - the philosophical understanding of good and bad, right and wrong. It is often called morality, and most consider the two words synonymous. After all, ethics comes from ethos, which is Greek for customs, and morality comes from mores, which is Latin for customs! So what is customary? Right wrong? Just because someone has a gun to your head does not make them right any more than it makes them capitan Kirk; but hey, they know you're more likely to agree with them than not if you value life.

If one wishes to ponder where all this technology is taking us, I suggest you download the "unabomber's manifesto"...(it's on the web).
The manifesto covers two subjects basically. The first part concerns the way the "leftist" thinks...his motives, rational, etc. The second is all about technology and where it is taking us. I believe you all will find his conclusions very interesting. I also think you will have a hard time refuting his conclusions. BTW, the manifesto is not about "blowing up people". It's comments are on society itself...fascinating reading.
